IPGCL expands timeline to install Delhi-based rooftop solar projects

The IPGCL (Indraprastha Power Generation Company Limited), the Delhi Government-owned utility, has reportedly granted a 98-day relaxation pertaining to the completion of its 21.5 megawatt solar rooftop projects in government buildings in Delhi.

Sources cite that the company has announced this extension through a corrigendum amending LoA (Letter of Approval) for the solar project. The agency stated that other terms and conditions of the LoA remain unchanged.

Previously, the power generation company from Delhi invited bids back in June 2019 for the construction of 21.5 MW solar rooftop projects in Delhi.

Out of 21.5 MW, 1.5 MW will be installed under the plan of capital expenditure (CAPEX) model and the 20 MW as part of the renewable energy service company (RESCO) model. Also, under the IPGCL tender, the projects built will be eligible for capital subsidy incentives.

The projects to be established were expected to range from 1 kW to 500 kW according to the CAPEX and 25 to 500 kW according to the RESCO model.

The RESCO model deals with the developer controlling the solar project and the customer just paying for the electricity produced. On the other hand, under the CAPEX model, the user has to cover all the capital expenditures involved in the project.

IPGCL had auctioned 21.5 MW capacity solar projects under RESCO and CAPEX back in August 2019. The IPGCL then reported that 19.5 MW of rooftop solar projects had been auctioned under the RESCO scheme. 

Of the auctioned power, 15.5 MW of the energy was to be built at government schools in Delhi. This sale was for the section RESCO A, for ventures up t o a full capacity of 100 kW at a single site. Within this 15.5 MW, Stockwell Solar Solutions provided the lowest cost of around$0.05(Rs.3.75)per kWh.

In the section RESCO B, projects more than 100 kilowatt at a solo location-a power of four megawatt were auctioned.
